Hi! Have you thought about asking your neighbor if he or she needs a dog sitter? Introduce yourself, and let them know you would be happy to dog sit if they ever need it. Or, if that boy is let out to roam, entice him and gain trust by feeding him some treats. Eventually he will get comfy with you and you can invite him inside for some fun. Just take your time with him and before you know it he will be coming over daily.
